i have a quart of lemon drop peppers in the freezer from last year's harvest. is it possible to pickle them, either lacto-fermented or with vinegar? and/or can i make hot sauce out of them? they have a bit of ice on them but aren't freezer burnt...

Put some kefir in the jar with them to make sure they get the lacto bact they need.
I did this with cabbage and made kimchi to die for!

Unless you mean to cook them into a pickle/chutney/spread/sauce recipe, sure, no problem. -
